Installation problem. popt.h missing

I can't get it to make. I'm running a fully update Kubuntu 7 system. I tried their binary package but it threw a segmentation fault when I tried Newt::Panel. So I tried CPAN and it complained I hadn't got the above header file. Any suggestions?

I've got past the popt.h problem, had to install package libpopt-dev. It still won't make, I get message

listbox.c: 634: error: label at end of compound statement.
