Actually, to be more accurate it's simply related to MoveRTName, and not a reimplementation.
It allows you to change the identifier on a per-queue basis. Not especially handy as implemented
IMHO, but some people asked for this kind of thing on the lists... I'm using the techniques here
to make the tag more useful, and include the queue name in the token e.g; [Org-queue #ID]
