I wanted to build an awesome place for people to discuss module specific issues, but I don't have any more time for this, and there are much better places to discuss Perl-related issues. I'd recommend asking your question on Stack Overflow or on Perl Monks.

Why is Protocol-Modbus not available via CPAN?
I can see Protocol-Modbus on search.cpan.org and it looks like a typical module. Yet on a Linux (CentOS 5.7) box using Perl 5.8.8, using the "cpan" command I've used for dozens of other modules, it claims it's not on CPAN. What gives?

OP here - with no response here, I tried the CPAN mailing list, and got a fast response. The problem is that this module has world-writable files. CPAN changed the author's archive to fix that and it is now available normally via CPAN.
