tags now show frequency

I wanted to build an awesome place for people to discuss module specific issues, but I don't have any more time for this, and there are much better places to discuss Perl-related issues. I'd recommend asking your question on Stack Overflow or on Perl Monks.

Further work on the tagging system

Tags now show frequency, though not yet with size of character.
One can also see the existing tags on each module, and not only his own tags

I have also started to export the tags data in several ways to let others incorporate this information. See the FAQ for details.
