We use Text::Iconv to convert Norwegian text (and many other languages) from UTF-8 (Unicode) to iso-8859-1 for RSS files that need to be displayed on websites that do not yet use Unicode. Lower case Norwegian characters present no problem, but when upper-case ones appear, the line is not generated at all.
